Activision revealed at Gamescom today that Modern Warfare 3 will have dedicated servers when it releases this fall. Apparently, this decision was made in an effort to show the PC community that the company is still serious about the platform. Really, Activision didn't want to be bombarded with petitions and protests like they were back in 2009, when Modern Warfare 2 shipped without dedicated servers.
Last year's Call of Duty: Black Ops did ship with dedicated servers on PC.
