According to a post on Planete-Battlefield.fr (via BF3blog), the Battlefield 3 beta is primed and ready to be tested by the community, as stated by Battlefield's French community manager, "Kusa." DICE is only waiting for the "okay" from Microsoft and Sony to launch it on their respective consoles along with the PC version--which is also ready now, but DICE wants a simultaneous beta launch.
Of course, DICE and the official Battlefield Twitter always say we shouldn't trust anything not sourced from the official website, so take this with a grain of salt...
Also, while there is a 48 hour closed-beta window, the beta will in fact be open to everybody on every platform afterward, so you'll all have a chance to play before the game's October release date.
